Tools Compiler and Decompiler

I use deguix decompiler too, but both are not decompiling iteminfo.bin. Why?
 
It depends, some files are encrypted some are not, the compiler works for generally basic top clients, but the ones with different encryption it will not.

if its encrypted is there anyway around that to decompile?
