Edit Hex

Hi everyone, I'm kind of new here. I'm working on a file that I want to edit—it's not source code (don't judge me, haha). I want to make some modifications, but since it's not source code, I realize I'll likely need to use a hex editor. Could someone help me figure out how to access and edit it?

but there is no value of spending time on compliex exe as we shared full source in dx9 and there is few x64 shared as well so better spend your times there
